The global environment for official development assistance (ODA) to agriculture remains a challenge. Data indicate that ODA from OECD Development Assistance Committee countries increased in real terms to reach an all-time high in 2021, with indications of a growing share of funding provided through multilateral channels.

However, the numerous ongoing crises continue to demand attention and funding to meet the urgent needs of communities affected by conflict, severe food insecurity, natural disasters and climate shocks, as well as the COVID-19 pandemic. Support for agriculture remains stagnant at around 4 per cent of total ODA, well below historical levels of 15 to 20 per cent reached during the 1970s and 1980s.
With many donor countries now facing fiscal pressures, and the war in Ukraine drawing resources and attention away from other global development issues, a key challenge over the coming years will be to secure sufficient ODA for food security and related priorities such as commitments to double adaptation financing by 2025.
