//  Challenges and good practices to measure success of inclusive agribusiness

Platform logoOn 12 June, the Platform organised a donor roundtable on Monitoring and Evaluation of Inclusive Agribusiness, which took place at the sidelines of the Platform’s Annual General Assembly in Berlin. It was an interactive discussion, which covered programme-level experiences in monitoring and measuring results of inclusive agribusiness, as well as value chain and private sector development initiatives. Main take away messages were as follows:

It is very challenging to achieve impact through formal jobs creation in agriculture. Agriculture is a sector that seldom creates formal jobs, which is why it is important to go beyond the ILO’s standard definition of employment to measure impact. Farmers are diversifying their incomes, a dynamics which is not always captured through current indicators. Improved livelihoods (or “the sum of what happens to farmers”) seem as a more adequate measure of impact.

Measuring systemic change remains a challenge. A more adaptive type of M&E is necessary to measure the systemic change that inclusive agribusiness initiatives and related initiatives are trying to promote. However, there are still limited or no successful experiences of measuring systemic change, and little agreement on how to do it. Donors need to find ways to conduct continuous, but cost-effective M&E of inclusive agribusiness programmes.

Capturing benefits to all to cultivate ownership. Capturing the different benefits to all actors will allow for ownership of the process and continued support: farmers need to know the impact on their income and productivity, donors are required to show results of their investments in increasing food and nutrition security of poor rural families, and traders need to be informed about agricultural outputs and prices along the value chain.
